About NPNA and the Climate Justice Collaborative
The National Partnership for New Americans (NPNA) is a national network that unites more than 80 of the most powerful state and local immigrant and refugee justice organizations with reach across 40 states. Our mission is to advance immigrant equity and inclusion through policy advocacy, narrative change, powerbuilding, and service delivery. Founded in 2010, NPNA has a proven track record of working with our member organizations to strengthen their capacity and to win transformative victories at the state, local, and federal level.
Founded in 2022 as a program of NPNA, The Climate Justice Collaborative (CJC) works with NPNA’s membership network to organize immigrant communities for climate justice – both as frontline communities in the United States and as people increasingly forced to migrate across borders due to climate impacts.
The Climate Justice Collaborative envisions a world where all people, including immigrants, are
protected from the worst impacts of the climate crisis. We believe that all people deserve a chance to stay safely in their homes and we advocate for aggressive emissions reductions and equitable investments in resilience and adaptation strategies—both within the United States through local and federal investments, and globally through mechanisms like climate finance including loss and damages.
In the United States, many immigrant communities are among those hit first and worst by climate impacts and extreme weather, but are often left behind in recoveries and adaptation. When it comes to accessing consumer and community-level benefits for clean energy and resilience, immigrants face unique challenges including language access, immigration status barriers, and lack of cultural competency in government agencies. Immigrant workers both face disproportionate risk from climate impacts like heat and smoke and play a critical role in building more resilient communities and infrastructure. Despite this, our communities are still more underrepresented in the emerging clean energy sector than the economy at large.
NPNA’s Climate Justice Collaborative believes an equitable and just transition to clean energy and climate resilience must include immigrant and refugee communities. Through capacity building, policy development, creative campaigns and building a community of learning, NPNA is leading the fight for immigrant inclusion in Climate Resilience and a Just Transition.
Position Description
The National Partnership for New Americans (NPNA) is hiring a Climate Justice State and Local Policy Manager to coordinate work advancing immigrant inclusion in climate resilience and just transition policies at the state and local level.
The Climate Justice State and Local Policy Manager will work with NPNA members to develop and advance model policies and campaigns for immigrant inclusion in climate resilience, just transition and clean energy policy. The Climate Justice State and Local Policy Manager will provide support and technical assistance to NPNA members working for a just and equitable recovery from climate disasters and extreme weather events. They will manage NPNA’s Just Transition working group and coordinate with NPNA’s programs and policy teams, legal services collective and Cities and Counties for Citizenship network to promote a community of learning around Climate Justice in the immigrant rights movement.
Areas of Responsibility
Policy development and campaigns
- Provide technical support to member organizations as they develop and advance local campaigns for immigrant inclusion in climate policy including, but not limited to, green workforce development, language access in climate resilience, home energy subsidy programs, and blended welcoming and resilience initiatives.
- Develop whitepapers, reports, webinars and other resources to highlight model policies and strategies and spread them through the NPNA network and immigrant rights movement.
- Work with NPNA’s Cities and Counties for Citizenship (CC4C) network to develop innovative policies that promote welcoming infrastructure as a key part of climate resilience.
- Support NPNA members to engage in Blue-Sky planning processes and campaigns for just and equitable recovery following climate-disasters.
- Engage partners from the climate/environmental movement in campaigns for immigrant inclusion in climate policy.
Facilitating a community of learning:
- Convene and facilitate NPNA’s Just Transition working group to share learnings, scale model policies and coordinate action.
- Host webinars and share resources to spread learnings to the broader NPNA and immigrant rights community.
- Represent NPNA and the immigrant inclusion agenda in coalitions and campaign spaces like the Green New Deal Network and the EJ MAX table.
Advancing narrative and communication strategies
- Work with NPNA’s communications team and consultants to elevate stories of immigrant inclusion and immigrants and refugees leading resilience and Just Transition efforts.
- Develop narrative strategies to frame welcoming newcomers as a core part of planning for climate adaptation and resilience.
Organizational development
- Participate in fundraising efforts through the development of materials, funder meetings, reporting, etc.
- Support major NPNA events like the National Immigrant Inclusion Conference, Member Summit, staff retreats, etc.
- Support with other core operational duties as necessary.
What Success Looks Like
In this role, success will be measured by the ability to:
- Win and scale model policies: Your efforts have contributed to NPNA members winning model immigrant inclusion/climate justice policies at the state or local level. You’ve helped build local coalitions and/or policy tables developing and agenda for “Welcoming and Climate Resilient Cities”. Through documentation, training, communities of learning and technical assistance you are able to help more NPNA members adapt these policies or strategies and campaign for them in their communities.
- Build organizational capacity: You’ve grown NPNA’s Just Transition working group, and cohort of members engaged on Climate Resilience. You’ve supported local members in sharing their victories and strategies through network/movement wide podcasts and resources. NPNA members are more engaged in and prepared for this work thanks to your efforts.
- Shift the narrative: There is meaningful local and national media coverage of immigrants and refugees on the frontlines of climate justice. The “Climate Resilient and Welcoming Cities” frame is being picked up by allies in the media and catching on in climate and environmental circles.
- Strengthen partnerships: You’ve built and maintained strong partnerships with a diverse range of stakeholders in the immigrant, refugee, and climate movements, leading to collaborative and impactful initiatives.
Qualifications
- At least three years of policy, organizing or program management experience in community based organizations, labor unions, advocacy or electoral campaigns, etc.
- Experience working with and/or managing diverse coalitions and building consensus and common purpose with diverse organizations
- Familiarity and comfort working with and organizing immigrant communities from diverse backgrounds, and ability to work effectively with people of different cultures and backgrounds
- Experience with popular education models and practice
- Excellent written and oral communication skills, and experience writing whitepapers or reports.
- Ability to produce consistent, quality work in a fast-paced environment
Supervision: The Climate Justice State and Local Policy Manager will report to the Director of Climate Justice and Migration.
Salary & Benefits: Salary commensurate with experience in the range of $74,000-$85,000. NPNA offers a generous benefit package that includes healthcare, dental insurance, and a SIMPLE IRA retirement plan with an employer match. All full time, exempt employees receive 12 paid sick days, 16 paid holidays, two weeks paid vacation days and an additional week of paid time off December 24-January 1st.
